Will I still graduate on time if I move to WV?
It is hard to say, you should talk to the guidance counsoler there, and if you can't do that then at your current school. Every situation is different. With that said High Schools try extreamly hard to make sure you graduate when you should. If you are a good student (A's and B's and C's) then I would have no doubt that the high school would do what every it can do to make sure you graduate on time. If you are a struggling student having a hard time passing classes it could be more difficult, but chances are they'll make it work.
Remember that being nice to people goes a long way and first impressions matter. Make sure the person helping you at the new school thinks you are great and nice kid and they will bend over backwards to get you graduated on time. - With an unusual path, can I get in to MIT? Your chances of getting into MIT are very nearly almost exactly zero.
